HIGH-PROFILE Manhattan restaurants like Per Se and Masa violated city law by automatically adding tips on all dining tabs, court papers filed Tuesday charge. Ted Dimond, a 47-year-old tennis pro, said the city’s Department of Consumer Affairs doesn’t have the staff to enforce the rules for restaurants, which are barred from automatically adding gratuities to tabs for fewer than eight people.
